Create ZIP verified the release tag and archive digest against environment variables the step never received, so packaging failed with an empty comparison and no diagnostic output. Pass the fetch-upstream outputs to the step, refuse to run with a missing provenance value, and report the package contract code when a validator rejects the ZIP.
