release: drop proactive health monitor from 0.3.29 
Revert the periodic session health monitor (ad9c7d3). Its while-loop delay is
an app-owned periodic timer, which the release guard (verify-project.sh) and the
project's no-scheduler policy deliberately forbid for battery/doze reasons.
0.3.29 ships the unified cross-protocol failover and the stale-cooldown fix only;
proactive detection will be revisited with an event-driven design.
