loop-uh 8b7852ff92 release: refresh Windows routing-data core pin to c7f3f7b6 
Bring the runetfreedom routing dataset pin up to the current stable so the
release runner's --require-current core gate passes. sing-box (2.7.1) and
xray (26.3.27) pins are unchanged.
