release: останавливать осиротевший winws2 перед очисткой сборки 
Забытый winws2.exe из dist\ZapretKVN\zapret\exe держал cygwin1.dll,
и шаг очистки падал; его обход DPI к тому же портил HTTP-запросы
CryptoAPI за CRL, из-за чего curl не скачивал ядра с GitHub.
Остановка по-прежнему ограничена путями рабочей копии релиза.
