Zapret UI: убрать обрезанные строки и лишний шум на странице 
На скриншотах пользователя список стратегий резался посреди строки: высота
288 при строке 30 давала 9.6 строки, а попиксельная прокрутка парковала
список на половине элемента. Высота теперь кратна строке (с компенсацией
рамки по факту), оба списка прокручиваются по элементам, список пресетов
подгоняется под целое число строк после того, как layout устоялся.

Каталог из 66 стратегий больше не выкладывается на экран, когда обход для
этого сервера выключен: вместо него одна строка о том, какой тумблер нужно
включить. Пользователю больше не показывается внутреннее имя стратегии
«pass» — вместо него «обход выключен».
