Слияние DrKLO/Telegram c84801762 (12.10.4) и обновления подмодулей.
- Пакет прокси остаётся в org/telegram/proxy; из апстрима взята поддержка
адреса WEB-прокси с путём (ProxySettings.webProxy, normalizeAddress) внутри
нашего движка WebProxyTransport.
- Переключатель «прокси для звонков» убран вслед за апстримом: звонки
больше не читают proxy_enabled_calls.
- Ротация прокси по-прежнему не показывается для WEB-прокси: наш
ProxyRotationController их не поддерживает.
- Страж check_web_proxy_isolation проверяет валидацию через
ProxySettings.webProxy.
- Подмодули absl, wamr, tlottie, media — на версиях апстрима.
