Implement activation generation floor to ignore stale proxy connection events from outdated settings, split generic tcp_not_connected into tcp_connection_refused and tcp_connect_timeout for better diagnostics, add probe-wait event coalescing and explicit activation (user_select/settings_change/rotation_candidate) paths that force-clear stale usable-success holds. Include ProxyEndpointVerdict struct, round-video regular-media display mode toggle, and comprehensive guard scripts. Update runtime event reducer to suppress telemetry-only decisions from UI notifications.
