loop-uh 018a1160eb Drop test targets whose sources left with the dial-pacing rework 
Commit 744109cc78 deleted open_scheduler, endpoint_health_state,
adaptive_policy and the harness/scheduler/context test sources, but
tests.cmake kept referencing them, so configuring with
DESKTOP_APP_TEST_APPS=ON failed before generating anything - and the
new test_e2e_cloud* targets could not be built at all. Neither CI nor
the local build script enables the flag, which is how this went
unnoticed.

test_mtproxy_open_scheduler, test_mtproxy_endpoint_context and
test_mtproto_session_harness lose their subject entirely - remove the
targets and the guard function that asserted the harness registration.
test_mtproxy_tls_socket still has its test source: swap the deleted
adaptive_policy/_p.h entries for the handshake_plan/handshake_diagnosis
files the tls_socket sources include now.
