loop-uh 7c9cc435f0 Add fast proxy warm-up setting (2 concurrent handshakes when healthy) 
A user-visible checkbox in proxy settings (default on) that lets a
relay-proven, healthy MTProxy endpoint run two concurrent handshakes
instead of one, roughly halving full connection warm-up. Cold, unproven
and degraded endpoints keep the careful single-probe policy, so the
stealth behavior of first contact is unchanged. The flag flows
Core::SettingsProxy -> RuntimeProxySettings::fastProxyWarmup ->
EndpointConcurrencyPolicyFor, read per admission (no restart needed),
and is evaluated before the storage mutex.
