loop-uh 80e22ee8d1 Stop forcing RHI composition on windows without GPU content (lib_ui) 
Fixes ~30 fps cap on timer animations (e.g. proxy checking spinners)
in ordinary windows: they no longer flush through the vsync-blocking
D3D11 path. Media viewer and calls keep RHI composition - it engages
automatically when their QRhiWidget is created.
