  README: comprehensive Russian documentation covering Roskomnadzor/Mintsifry
  VPN detection context, all 14 scan phases, technical API details for each
  module, vulnerability table, architecture diagram, MTU/DNS/dumpsys analysis.

  CI: auto-create GitHub Release with APK on every push to main using
  ncipollo/release-action. Version based on commit count. Both debug and
  release APKs attached to each release.
