    Pass activationGeneration through ConnectionsManager notifications into Java, build ProxyConnectionEvent in ProxyRotationController, and guard SHADOWED_SOCKET_FAILURE and rotation scheduling with ProxyRuntimeStateStore.shouldIgnoreStaleActivationGeneration. Use event.phase in logs and scheduling checks. Add runtime verifier updates: expect activationGeneration in notification plumbing, add probe_wait_timeout replay detection (FRESH_FAILURE_HOLD_MS) and related coordinator/verifier assertions, and adjust other tool checks to match the new event/activation-generation behavior. These changes prevent handling stale native stages and protect probe_wait timeout state from being overwritten by nearby visible probe events.
