  Make plugin handling and proxy-check behavior more robust. PluginsController.scanInstalled now treats the on-disk .plugin files as source-of-truth (adopts files missing from the prefs index, removes leftover import*.tmp staging files, tracks seen ids and re-persist the index). ProxyStatusMirror stops stamping availableCheckTime when marking a proxy available (avoid reporting freshness before a real ping). ProxyListActivity starts a targeted ping refresh for the currently selected proxy when connected and updates the UI via scheduler callbacks. README and the proxy-check guard script were updated to document and enforce these behaviors; compiled Python cache files also changed.
