  Introduce a RESERVED server-hello parser enum (replace LENIENT) and treat the reserved parser as diagnostics-only until grammar is confirmed. Tweak ConnectionSocket logging for server_hello tail-data waits. Add a new phase true_client_hello_timeout to distinguish true no-bytes ClientHello timeouts from legacy client_hello_sent_no_server_hello, update MtProxyAdaptivePolicy, MtProxyOptions, and surrounding native checks. Update analyzer/tools/contracts/scripts to recognize the new phase and adjust recipe/profile expectations and reports accordingly (various Tools/*.py and verification scripts).
