  Gate full reconnect concurrency on relay proof after a stall

  The 16:16-16:29 log shows the flap engine: an established connection
  goes silent, a dozen sessions reconnect at once, the proxy throttles
  the burst (fake-pq checks hang for 8s), and 30-70 handshakes/min keep
  the throttle alive for minutes. A TLS handshake success no longer
  releases the full healthy cap - after any relay stall only a couple of
  scout connections go out until an MTProto payload actually arrives.
